receipt of your and to convey to you the Governor in Council to the sanction of His Excellency entertaining two Portuguese Overscars of Prisoners whilst at work.

I am further directed to observe that Government deem it highly desirable that all prisoners sentenced to hard labour should not be allowed to be idle during the hours allotted to work, and to beg that you will as far as possible enforce a Regulation to that effect.
